Call for Papers: Original papers are being solicited from the United States and Five Eyes Nations, Government, Academia, Industry, Operational Units, and Subject Matter Experts on how to fight and win decisively against any adversary in a joint, multi-domain, high-intensity conflict through employment of Cyber Electromagnetic Activity (CEMA) capabilities.

We will continue to expand the CEMA discussion from a doctrine, operational, technology, and threat perspective and how to integrate electronic warfare, cyber, signals intelligence, information operations, and other forms of non-kinetic fires into operational formations. Conference presentations may be classified TS/SCI US Only or REL FVEY, or Secret Releasable FVEY.

Paper submissions should unclassified and indicate the level of classification for presentation, and focus on the following topic areas:

  • Threats: Conventional threats, near-peer capabilities, cyber-focused threats, and platform/weapon system vulnerabilities
  • S&T: Current and emerging trends in EW/Cyber/SIGINT/IO technology, architecture, techniques, use of machine learning/artificial intelligence
  • Exercises & Experimentation: Lessons learned from CEMA exercises and experimentation
  • DOTMLPF-P: Integrating holistic CEMA solutions into Army and Joint formations in support of multi-domain operations
  • From the Field: Feedback on current employment of CEMA capabilities from operational units, emerging CONOPS, TTPs, signature management, and force structure implications
  • Special Emphasis Topics:
    • JADC2 Development, adoption and operations
    • Advanced CEMA techniques and capabilities
    • Automated Cyber & EW Counter Adversary
    • ISR Sensor-to-Shooter Long range ISR and targeting

All abstracts must be unclassified and MUST follow the abstract template, which you can access here.

US. Attendees:
If you have a government issued CAC, active/reserve/retired military ID you will be able to access the base by showing your appropriate identification card.

If you do not have a CAC card or military ID and are a Full Conference attendee who has been cleared to attend the classified portion of the conference you will be emailed a base access form to print by Thursday, Oct 22. You must bring this printed base access form and present along with a valid state issued driver's license that is REAL ID act compliant to guards at gate 715. Please check this website for information on REAL ID verify if your state issued driver’s license is compliant. If it is not on this approved list, you must go to the visitor center to obtain a visitor pass. Please allow for additional time at the visitor center.

All occupants of the vehicle must have the base access form and must show a valid state-issued driver's license. The guards at the gate will verify everyone in the vehicle is registered to attend the conference and will scan each driver's license which runs background checks on the individual.

If you have any problems at the gate, you will need to go to the visitor's center and be processed for base access. Anyone with any felonies, open warrants or on the Sex Offender. Registry will be denied access to the base.

ALL TENT ONLY ACCESS participants who do not have a CAC card or Military ID must go to the visitor center to be processed for base access. You will not be emailed the base access form.

Foreign National Attendees:
All foreign national visitors will require an escort to get on base which will be coordinated by the foreign national POC. All registered foreign nationals will receive an email with instructions. *Note: You must be REGISTERED for the conference to receive the email with instructions.
