4th Annual Cyber Electromagnetic Activity Conference (CEMA)

October  23 - 25, 2018 | Aberdeen, Maryland



The theme for this year’s CEMA conference is: “CEMA as a Critical Enabler to Modernization Priorities".  We will showcase the important role CEMA technologies and capabilities can play in helping achieve the CSA’s top 6 priority areas:  Long Range precision Fire, Next Generation Combat vehicle, Future Vertical Lift, Network/C3I modernization, Advanced Missile Defense, and Soldier Lethality.   Conference presentations may be Classified, TS/SCI US Only or REL FVEY, or Secret Releasable FVEY. 


The CEMA 2018 conference committee is soliciting original papers from the United States and Five Eyes Nations, Government, Academia, Industry, Operators, and Subject Matter Experts to discuss current and emerging trends in Electronic Warfare, Cyber, Signals Intelligence, and Electromagnetic Spectrum Operations. Conference presentations may be classified TS/SCI US Only or REL FVEY, or Secret Releasable FVEY.

 You are invited to submit an abstract of presentation that align with the following sub-topics:

1.   Improved Survivability

2.   Precision Targeting

3.   SIGINT / ELINT (ground, air, space)

4.   Mitigating Capability & Technology Obsolescence

5.   Non-Kinetic Fires

6.   Cyberspace Operations and the Multi-Domain Battle

7.   Leveraging National Capabilities and Systems and RF Countermeasures

8.   CEMA Operations and User Experience

9.   Acquisition and Programs Update

Conference Registration Fees are for U.S. and Foreign Nationals - must have proper security clearance and be cleared to attend.

AOC Member – Industry/Contractor - $575 includes meal package and Full Conference Registration

Non-Member – Industry/Contractor - $625 includes meal package and Full Conference Registration

Active Government Civilian (no meal package) - $0

Active Duty Military (no meal package) – $0

*Conference cancellations must be submitted in writing; telephone cancellations will not be accepted. Please email your cancellation request to events@crows.org. Refunds will be issued minus a $75 administrative fee for all paid registrations. No refunds after October 16 or for no-shows. Online registration will close on October 16. Any registration after that time will need to register onsite.

U.S. Attendees:  All attendees representing the U.S. for all sessions, must submit their valid Security Certification via JPAS, SMO Code CEMA2018, POC is CEMA 2018, First Visit Date: 22 October 2018, Last Visit Date: 26 October 2018, Phone Number: 443-861-0457.  This visit request is a stand-alone visit and should be dated 22 October - 26 October 2018. Other time frames will not be accepted.

Purpose of visit: ATTEND CEMA Conference.

*All APG personnel must submit their clearance regardless of current access to the Myer Auditorium.

International Participation:   To attend the CEMA Conference at Aberdeen Proving Ground, MD USA, an official Request for Visit Authorization (RVA) must be submitted by your embassy to US HQ Department of the Army (DA) G-2 at least 45 days prior to the start date of this conference.  You must have a Government Official of your country sponsor the attendees. Only an accredited foreign military attaché or designated foreign attaché staff person may propose and request visits to a U.S. facility on behalf of his or her country. If you intend to submit a RVA, please contact usarmy.apg.peo-iews.mbx.cema-security@mail.mil, for the additional information that you will need to provide to your sponsor.


US. Attendees:  If you have a government issued CAC, active/reserve/retired military ID you will be able to access the base by showing your appropriate identification card.  If you do not have a CAC card or military ID you must enter the base using the 715 gate and present the base access pass to the guard.  This pass will be emailed to all registered attendees on 15 October.  If you do not have a pass, you must go to the Visitors Center.  All occupants of the vehicle must show a valid state-issued driver's license. The guards at the gate will verify everyone in the vehicle is registered to attend the conference and will scan each driver's license which runs background checks on the individual.

Base access requires an ID to be shown at the gate that is REAL ID act compliant. Caution https://www.dhs.gov/real-id    If you have any problems at the gate, you will need to go to the visitor's center and be processed for base access.   Anyone with any felonies, open warrants or on the Sex Offender. Registry will be denied access to the base.

Foreign Nationals:  All foreign national visitors will require an escort to get on base which will be coordinated by the foreign national POC.  All registered foreign nationals will receive an email with instructions. *Note:  You must be REGISTERED for the conference to receive the email with instructions.
