Waleed T. Barnawi is the Expeditionary Cyber Program Officer at the Office of Naval Research. In this assignment, he develops new cyber capabilities or upgrades to Expeditionary systems through S&T initiatives.

Previously, Dr. Barnawi served as an Electronic Warfare Program Officer and Deputy Program Officer in the C4ISR Department at the ONR from June 2016 to October 2017. As an EW Program Officer, acted as part of a small team in the department’s efforts to enhance electronic warfare system effectiveness through science and technology efforts; serve as subject matter experts for Navy and DoD decision makers; promote basic and applied research at all levels to strengthen the Nation’s defenses against emerging threats.

Prior to his work at the Office of Naval Research, Dr. Barnawi worked at the Space and Naval Warfare Systems Center Atlantic from November 2008 to June 2016. Dr. Barnawi was an engineering lead and project manager for electronic warfare projects, system architect for an ACAT program, principal investigator on an unmanned vehicle applied research project. Dr. Barnawi was also a member of the Competency Aligned Organization/Integrated Product Team Command Working Group, a member of the OSD Counterspace Deep Dive focus group, and a member of the New Professional Council.

Over the course of his career in public service, Dr. Barnawi has been awarded the Assistant Secretary of the Navy Dr. Delores M. Etter Award Top Scientists and Engineers Award and the Space and Naval Warfare Systems Command Lightning Bolt Award twice.

Dr. Barnawi earned bachelor’s degrees in Civil Engineering from Florida State University. He received his master’s degree in Civil Engineering from Washington University in St. Louis and doctorate in Systems Engineering from the University of Alabama in Huntsville.

In addition to authoring a number of scientific publications and being a reviewer for peer-reviewed journals, Dr. Barnawi has a patent on unmanned system navigation.
