CDR Shelly von Frank, USN

A native of Ville Platte, LA, CDR Frank was a Cum Laude graduate of Southern University, Baton Rouge, LA in 1991, receiving a Bachelor of Arts in French and minor in Spanish Language Arts. While at Southern University, she became a member of the Beta Psi chapter of Alpha Kappa Alpha in Spring 1989. After teaching elementary French for two years, she joined the U.S. Navy and received her commission from the Naval Education Training Command, Officer Candidate School in 1994. She has a Master of Science degree in International Relations from Troy State University (1999) and a Master of Science degree in Military Studies from the Air Command and Staff College (2006). She also completed JPME Phase II from Joint Forces Staff College in 2006.

Her shore assignments include High Frequency Direction Finding Division Officer, Operations Watch Officer, Naval Security Group Activity, Rota Spain; Division Officer for Basic Schools and Cryptologic Division Officer’s Course, Navy Technical Training Center Corry Station; Assistant Operations Officer, Commander Naval Forces Europe; Plans Officer, Navy Information Operations Command, Norfolk, VA, C4ISR Requirements Officer U.S. Fleet Forces Command and Office of Commercial and Economic Analysis Navy.

Her fleet assignments include Direct Support, Ship Signal Exploitation Space (SSES) Division Officer, NASSAU (LHA-4) and USS SAIPAN (LHA-2); and Electronic Warfare Officer, USS CARON (DD-970). She also served as the Staff Cryptologist and Deputy Intelligence Officer (N2B) to Commander Seventh Fleet embarked on USS BLUE RIDGE (LCC-19) and based in Yokosuka, Japan. While on board USS CARON (DD-970), CDR Frank made history as the first African American female to qualify as a Search and Rescue swimmer in the Navy.

Joint tours include the Assistant Officer-in-Charge, NSA Suffolk, Joint Warfighting Center; Chief, Special Technical Operations (STO), NORAD/USNORTHCOM; Chief, Information Operations, International Security Assistance Force Joint Command (IJC), Kabul, Afghanistan, and OIC, Cryptologic Services Group, European Command.

CDR Frank is currently the Workforce Lead on the Office of the Secretary Defense Electromagnetic Spectrum Operations (EMSO) Cross Functional Team (CFT). CDR Frank’s personal decorations include the Defense Meritorious Service Medal (3), Meritorious Service Medal, Joint Commendation Medal, Navy Commendation Medal, and Navy Achievement Medal (4), in addition to various campaign and unit awards.

CDR Frank is raising a future Alpha Kappa Alpha. Her greatest accomplishment in life is her daughter Kira Lucille Frank and raising her niece Gabrielle Frank.
